PANews 9月23日消息，据The Defiant报道，Andreessen Horowitz（a16z）与DeFi Education Fund向SEC委员Hester Peirce提交联合提案，建议通过“安全港”机制，默认认定满足特定标准的去中心化交易协议及其前端不属于《证券交易法》下的“交易所”。提案要求DEX具备非托管、自动化、无许可及“可信中立”等特征，前端仅提供接口维护、安全更新和基于公开标准的资产筛选。同日，a16z另提议SEC参照1998年Reg ATS为中心化加密交易平台建立登记制度，允许其在受监管框架下同时交易加密证券对、非证券对及混合交易对。

PANews, Sept 23 — The Defiant reports a16z and the DeFi Education Fund filed a joint proposal with SEC commissioner Hester Peirce for a 'safe harbor' that would default to treating decentralized trading protocols and their front-ends meeting specific criteria as non-'exchanges' under the Securities Exchange Act. DEXs would need to be non-custodial, automated, permissionless and 'credibly neutral,' with front-ends limited to interface maintenance, security updates and standards-based asset screening. Separately, a16z proposed the SEC adapt 1998's Reg ATS into a registration regime letting centralized crypto platforms trade crypto-security, non-security and hybrid pairs under regulated conditions.
