TechFlow, Sept 18 — Cointelegraph reports the CFTC broadened regulatory relief for 'passive trading software' providers: its Division of Market Participants issued a no-action statement allowing qualifying software services to connect users with regulated derivatives exchanges without registering as introducing brokers or associated persons. The change mainly benefits non-custodial wallet and app providers such as Phantom and the Hyperliquid Policy Center, provided the software stays passive and exercises no discretion over user orders. It extends Phantom Technologies' earlier exemption and reflects CFTC Chair Michael Selig's resolve to advance crypto oversight administratively after the CLARITY Act stalled in the Senate.
