香港施政报告：推动黄金等RWA在持牌平台发行交易，年底前测试外汇基金票据代币化
PANews 9月17日消息，香港特区政府在 2026 年施政报告中提到，证监会将完善虚拟资产牌照制度及代币化投资产品监管框架，推动黄金及其他合适 RWA 在持牌平台发行和交易。香港同时计划常态化发行数字债券，并探索以数字货币完成结算、派息及赎回等全生命周期应用；香港金融管理局将于年底前对外汇基金票据代币化的运作进行测试，旨在协助银行进一步利用代币化技术的优势，高效且全天候地运用总值超过 1.3 万亿港元的外汇基金票据。此外，金管局计划于今年年底前后，在“Ensemble”项目（EnsembleTX）下落实央行数字货币（CBDC）结算及全天候运作，并继续探索代币化存款的更多应用场景。

PANews, Sept 17 — Hong Kong's 2026 policy address says the SFC will refine the virtual asset licensing regime and the regulatory framework for tokenized investment products, promoting issuance and trading of gold and other suitable RWAs on licensed platforms. The city also plans regular digital bond issuance and full-lifecycle applications such as settlement, coupon payments and redemption in digital currency. The HKMA will test tokenized Exchange Fund bills by year-end to help banks use the technology around the clock on bills worth over HK$1.3 trillion, and plans to implement CBDC settlement and 24/7 operations under Project Ensemble (EnsembleTX) around year-end while exploring more tokenized deposit use cases.
