深潮 TechFlow 消息，9 月 17 日，据 Cointelegraph 报道，美国加密市场结构法案 Clarity Act 因在参议院关键程序性表决中未达到法定的六十票门槛，未能获得进入下一阶段审议的资格。Digital Sovereignty Alliance 常务董事 Adrian Wall 对该表决结果表示遗憾，但强调这绝不意味着法案彻底终结。Wall 在受访时披露，来自两党的参议员均在讨论利用本届国会任期结束后的“跛脚鸭”会议窗口，作为争取该法案通过的最后契机。他证实已直接从多位参议员处获知相关策略意向，并坦言该计划操作难度较大且胜算有限，但仍具备实施可行性。针对后续走向，Wall 明确指出，倘若本次最终冲刺再度遭遇阻碍，关于加密资产市场结构的重磅监管法案将被搁置至下一届国会重新评估与推进。

TechFlow, Sept 17 — Cointelegraph reports the Clarity Act failed to reach the Senate's 60-vote procedural threshold and will not advance to the next stage. Digital Sovereignty Alliance managing director Adrian Wall called the result regrettable but stressed it does not mean the bill is dead, saying senators from both parties are discussing the lame-duck window after this Congress ends as a final chance. He confirmed hearing the strategy directly from several senators and acknowledged it is difficult with limited odds, but feasible; if the final push fails again, sweeping crypto market-structure legislation would be left to the next Congress.
