深潮 TechFlow 消息，9 月 15 日，据 CoinDesk 报道，美国证券交易委员会（SEC）主席 Paul Atkins 在 Solana Policy Institute 活动上表示，国会应尽快推进 Digital Asset Market Clarity Act（Clarity Act） 并提交总统签署。他同时强调，无论该法案能否通过，SEC 都将继续推进加密监管工作。Paul Atkins 称，SEC 将在 Project Crypto 框架下重点推进三项监管安排：加密资产发行规则、将区块链纳入数字所有权账簿的转让代理规则现代化，以及明确投资顾问和受监管基金的加密资产托管要求。目前，Clarity Act 在参议院程序性投票前仍面临阻力。多家银行业组织要求收紧稳定币利息和奖励限制，另有多州总检察长担忧该法案可能削弱州层面对加密欺诈的执法能力。

Atkins said the SEC will focus on three arrangements under Project Crypto: rules for crypto asset issuance, modernizing transfer agent rules to bring blockchain into digital ownership ledgers, and clarifying crypto custody requirements for investment advisers and regulated funds. The Clarity Act still faces headwinds before the Senate procedural vote: banking groups want tighter limits on stablecoin interest and rewards, and several state attorneys general worry the bill could weaken state enforcement against crypto fraud.
