深潮 TechFlow 消息，9 月 05 日，据加密记者 Eleanor Terrett，美国全国警长协会（NSA）已将对 CLARITY 法案的立场由反对调整为中立。此前，NSA 在 7 月 31 日的函件中曾将该法案称为“有害”，并警告其可能带来重大执法和公共安全风险。但在最新函件中，NSA 已不再使用相关措辞。Eleanor Terrett 表示，这一变化并不意味着 NSA 支持 CLARITY 法案，但被普遍视为扫除了 9 月 15 日参议院程序性投票前的一项执法机构阻力。美国全国地方检察官协会和美国助理检察官全国协会预计仍将反对该法案。两家协会要求收窄针对非托管软件开发者的 BRCA 保护条款，但白宫、财政部、国会议员及加密行业目前均不愿接受相关修改。

TechFlow, Sep 5: Crypto journalist Eleanor Terrett reports the National Sheriffs' Association (NSA) moved from opposing the CLARITY Act to neutral. Its July 31 letter had called the bill 'harmful' and warned of major enforcement and public-safety risks, wording absent from the latest letter. The shift doesn't mean endorsement but is widely seen as clearing a law-enforcement obstacle before the Sept 15 Senate procedural vote. The National District Attorneys' Association and the National Association of Assistant US Attorneys are still expected to oppose the bill, seeking to narrow BRCA protections for non-custodial software developers — changes the White House, Treasury, lawmakers and the crypto industry currently refuse.
