The proposal updates requirements for registration, recordkeeping and securities transfer, introduces new compliance standards for cybersecurity, operational resilience and investor-record security, expands reporting obligations, and adds rules on restrictive legends and third-party service providers. The filing is published in the Federal Register with a 60-day public comment window.
