深潮 TechFlow 消息，8 月 19 日，据 Cointelegraph 报道，美国证券交易委员会（SEC）提出加密资产新规，在国会未能通过《CLARITY 法案》的背景下，为特定加密投资合约建立“清晰且适用的框架”。新规提供安全港，使代币可免于被认定为“投资合同”。根据提案，加密企业可在 4 年期内发行最高 500 万美元代币，或 12 个月内发行最高 7500 万美元代币享受豁免，但发行方需提交财务报表并遵守持续报告要求。公众在联邦公报发布后有 60 天评论期。SEC 主席 Paul Atkins 表示，立法对于制定“面向未来”的加密监管规则仍不可或缺。

The SEC proposed new crypto-asset rules establishing a clear, workable framework for certain crypto investment contracts after Congress failed to pass the CLARITY Act, per Cointelegraph. The rules provide a safe harbor letting tokens avoid being deemed investment contracts. Crypto firms could issue up to $5M in tokens over four years, or up to $75M within twelve months, with financial statements and ongoing reporting required. The public gets a 60-day comment period after Federal Register publication. Chair Paul Atkins said legislation remains essential for future-proof crypto rules.
