Grayscale research head Zach Pandl says the bill may still reach technical agreement, but Senate calendar and election-year politics make passage this year unlikely. Non-passage won't immediately affect major blockchains, Bitcoin's store-of-value demand, or stablecoin payment growth—the industry has developed without it for 17 years. However, lack of comprehensive market structure legislation may hinder new US investment, including tokenized securities and digital asset intermediary frameworks.
