深潮 TechFlow 消息，8 月 05 日，据塔斯社报道，俄罗斯总统普京于 8 月 4 日签署一项法律，首次对俄罗斯境内数字货币及数字权利的流通实施全面监管。该法律为加密货币交易所、数字托管机构及市场参与者建立操作框架，同时规范加密货币挖矿、数字金融资产（DFA）的发行与流通。主要内容包括：加密货币交易所须纳入特殊登记册方可运营（过渡期至 2027 年 7 月 1 日），最低注册资本要求为 1500 万卢布（约 18.7 万美元）；境内仍禁止使用加密货币支付商品和服务，但允许用于跨境贸易结算及挖矿所得；非合格投资者每年每家中介机构购币上限为 30 万卢布（约 3700 美元），合格投资者不受限制；银行有权冻结涉嫌未经授权的加密货币交易资金。法律核心条款将于 2026 年 9 月 1 日起正式生效，部分条款将于 2027 年 7 月 1 日及 9 月 1 日分批实施。

Per TASS, Russian President Putin signed a law on August 4 introducing comprehensive regulation of digital currencies and digital rights in Russia for the first time. It establishes operational frameworks for crypto exchanges, digital custodians, and market participants, while regulating mining and digital financial assets (DFA). Crypto exchanges must register (transition period until July 1, 2027) with minimum capital of 15M rubles (~$187K). Domestic crypto payments for goods/services remain banned, but cross-border trade settlement and mining proceeds are allowed. Non-qualified investors face an annual purchase cap of 300,000 rubles (~$3,700) per intermediary. Core provisions take effect September 1, 2026, with phased implementation through 2027.
